Question about tool exchange

I've been exchanging tools for only a short time. But I have yet to have an opportunity to exchange any tools for Jack hammers. I am only getting offers for drills and saws, for all of level 60-61. So, I'm  wondering, is there some secret to getting these, or is my game broke or what? I can't  build my next community building without Jack hammers, but they aren't  coming. I am at level 61 right now, so I was wondering if, maybe, it has something to do with level, since that tool is not needed until the level 62 community building.

I don't know if there are any secrets.
What I do know is you should have all 3 slots purchased.
Also, they refresh every hour so my advice is simply trash can everything until you get what you need...that's what I did when I was building the Planetarium.

That's  what I did also for the planetarium. But now I'm  saving up for the flower shop and it's  hard to get the jack hammers when I never get a chance to trade for them. Part of managing the barn, for me, is getting rid of extra building supplies, so I want to trade for all the jack hammers I need so I can start selling off extra supplies. But I can't  do that until I get jack hammers, so it's  getting annoying. If it's  because I'm  not level 62 yet, then I will sell off supplies I can't  use until I reach 62, and then start saving, again, for jack hammers.

It is because you're not at level 62.

You don't want to sell off building supplied because you're going to need them to exchange for the jackhammers.

I would sell off crops and goods first if you need to create more space in your barn.

I'm  not worried about not having enough. I only need a few jack hammers, I have a plethora of the other 2 tools and still have half a level to go before I get to 62. That's  a bazillion more trains and those suckers accumulate incredibly fast. I know other people choose not to sell them, but I definitely do when I'm  not going to need them for quite a while. I did keep my glass though, since that's  the third item I need. 

I did read the wiki before coming here, but didn't  find that information. Perhaps I just missed it.  Thanks.
